The Strategic Budget Task Force

On December 18, 2018, Nicholas P. Jones, Executive Vice President and Provost, and David J. Gray, Senior Vice President for Finance and Business/Treasurer, wrote to key university stakeholders asking them to serve on a new Strategic Budget Task Force. The group would examine key issues related to the university’s budget processes and make recommendations about a new budgeting approach for Penn State.

Informed by Penn State’s strategic planning process and discussions with university and Board leadership, Jones and Gray identified several needs, including greater budget transparency to optimize financial decision-making. However, limitations intrinsic to existing systems, data, and budget processes hinder the consideration and assessment of opportunities for improvement. Jones and Gray asked the Strategic Budget Task Force to develop budget-related recommendations. The latest Strategic Budget Task Force Report was published on August 7, 2019.

Recommended Changes

After six months of investigation, analysis, benchmarking efforts, and deliberation, the Strategic Budget Task Force recommended changes in three key area to ensure institutional success:

  1. Overall Budgeting Approach
  2. Operating Budget
  3. Capital Planning
